The Ombudsman is inviting tenders for the provision of design services (referred to as 'the Provider' throughout) with the responsibility for creating leaflets, guides, annual reports and other written materials for the SPSO. The successful contract from this invitation to tender (ITT) will: commence on 12 June 2023 be provided by a single supplier meet the Living Wage standard The Ombudsman is inviting tenders for an initial period of twelve months, with the option to renew annually for a further 2 years. The Scottish Public Services Ombudsman is subject to Data protection legislation, and ATI legislation, with associated duties to protect personal data. Bidders must be aware of, and take account of, the confidentiality requirements of section 19 of the SPSO Act. A copy of section 19 is attached as an Annex. Background and scope The key external audiences for SPSO materials are members of the public and Scottish public authorities. The role requires working with the communications team to achieve our strategic objectives; in particular, ensuring our services are as accessible as they can be. The SPSO's remit has continually expanded since it was set up and has recently been funded by the Scottish Government to develop a child-friendly way for public bodies to handle complaints. Whilst developing guidance for Scottish public services, we must also ensure our own materials are accessible to all, including children and young people. It is essential that the Provider ensures the SPSO is meeting its duties under legislation and is able to demonstrate a knowledge of the key principles and design of child-friendly communications. An up-to-date awareness of best practice in accessibility is required for this role. The Provider should be able to demonstrate flexibility and an understanding of the SPSO's role in order to make suggestions that will support the office in a changing environment, including suggesting new communication tools, as appropriate. Key deliverables The purpose of the contract will be to work with the SPSO communications team to professionally design materials from content supplied by the SPSO. This is likely to include design for the following, but not limited to: Information leaflets for service users Guidance brochures for public service organisations Annual Report and Financial Statements Strategic plan Posters and display materials Event materials such as programme, presentations and branded staging material Infographics, flowcharts (as part of reports or standalone) Animations or other audio visual content All publications must adhere to the SPSO brand guidelines, incorporating our existing logo, colour scheme and other design elements. Examples of current SPSO materials and content include: Information leaflets Annual Report How to complain about a public service in Scotland animation The Provider should demonstrate flexibility, imaginative thinking and innovation. Our communications must be people centred with our brand identity used in a creative, yet consistent way.
