Summary of the contracting process

The South Lanarkshire Council is planning a procurement process for a Social Enterprise Business Accelerator programme to be delivered in the financial year 2023/2024. South Lanarkshire Council would like to invite suitable qualified suppliers that are interested in tendering for a Social Enterprise Accelerator programme(s) to be delivered in the new financial year 2023/2024, with the potential to extend the contract should additional funding become available. The Social Enterprise Business Accelerator will deliver entrepreneurial training, upskilling and business support for leaders of Social Enterprises and Enterprising Third Sector Organisations based in South Lanarkshire. The new programme, which will be timebound and cohort based will build on the success of a pilot Social Enterprise Accelerator programme, which South Lanarkshire social enterprises completed in February 2023. South Lanarkshire Council envisage this new programme will benefit a minimum of 30 social enterprises, with ambition to grow, directly supported to identify and remove barriers to growth, build capacity and capability. As an example topics covered may include but not limited to: - Marketing and Business Strategy. - Generating Income - Democratic Finance Models - Inclusive Business Models The original pilot included a cohort of 15 social enterprises supported over a 9-week programme of workshops, 1-1 support and action planning, delivered through a mix of in-person and on-line business support to produce an action plan and deliver impact for the sector. While there is no legal definition for social enterprise in Scotland, it is broadly accepted that a social enterprise trades for the common good, rather than the unlimited private gain of the few. Its primary objective is to achieve social and wider environmental benefit, and distinct from other third sector organisations, social enterprises aspire to financial independence through trading. It is expected that the new programme, in financial year 2023/2024, will deliver for a minimum of 2 cohorts. It is likely that this will be a mix of in person and online delivery. It is anticipated that the programme will start in July / August 2023. South Lanarkshire Council would welcome supplier opinions and ideas on best methods of successful delivery and suggested key milestones, building on the success of the pilot. Any suggestions can be emailed to Yvonne.mcbride@southlanarkshire.gov.uk by no later than Friday 14th April 2023. The Council are happy to discuss the option to use South Lanarkshire Council venues, should suppliers not have suitable premises locally.

The tender opportunity will be an Open Tendering Procedure and will be awarded on the most economically advantageous tender (MEAT) criteria which enables the Council to take account of criteria that reflect qualitative, technical aspects of the tender submission as well as price when reaching an award decision. The Council has adopted a sequential opening process for any tender exercise conducted as per the following stages: As part of Stage 1 the bidders will be required to complete a Single Procurement Document (SPD) as part of the Qualification envelope self-declaring that they meet the criteria requirements. As part of Stage 2 the bidders will then be required to complete a Technical response based on technical specific questions related to the project. As part of Stage 3 the bidders will then be required to complete Commercial response. It is anticipated that the form of contract will be South Lanarkshire Councils Standard Terms and Conditions for Services.
