NP79418 Provision of Multi-Functional Devices & Associated Services

THE COMMON SERVICES AGENCY (MORE COMMONLY KNOWN AS NHS NATIONAL SERVICES SCOTLAND) ("NSS")

This public procurement record has 1 release in its history.

Summary of the contracting process

The Common Services Agency, known as NHS National Services Scotland, has awarded a contract for the provision of Multi-Functional Devices & Associated Services. The procurement method used was a limited procedure without prior publication of a call for competition. The procurement process was based on the need to engage comprehensively with suppliers and the market due to uncertainties in post-Covid recovery and high inflation rates. The location of the services will be throughout NHS locations in Scotland. The buyer is based in Edinburgh, UK, and the procurement stage is now complete with a signed contract valued at GBP 3,200,000 signed on 4th May 2023.

This tender presents opportunities primarily for small and medium-sized enterprises (SMEs) in the goods category within the health industry. Businesses providing Multi-Functional Devices & Associated Services may find this tender appealing for future contracting opportunities, especially considering the exclusive extension granted to the current supplier, Ricoh UK Ltd. The tender process involved an award without the need for a competitive tender due to the complex and uncertain market conditions, offering a strategic advantage to suppliers currently in contract with the NHS National Services Scotland.

Notice Description

Provision of Multi-Functional Devices & Associated Services

Lot Information

Lot 1

Provision of Multi-Functional Devices & Associated Services. Contract value shown is for the 12 month extension period based on historical uptake figures.

Procurement Information

MFDs are intrinsically linked to the design and delivery of NHSS services in particular the physical facilities, buildings, sites and staffing; at this time due to post Covid recovery and unprecedented pressures on NHSS services these areas remain uncertain and subject to recovery, review and planning / strategy processes meaning the MFD requirement including volume and type of machines is at this time uncertain. Inflation in UK and globally remains high and unpredictable meaning future forecasts of pricing and supply chains are uncertain; the NHSS contract would for example require a period of fixed pricing that may not be viable for the supply chain and market to be able to support. As a result it is deemed that a tender could not be satisfactorily carried out and supported by the market and therefore a further 12 month extension is necessary. It is envisaged that during this period comprehensive supplier and market engagement can be carried out to inform the strategy with the tender process being commenced at the earliest opportunity.
