Summary of the contracting process

The Moray Council is planning a tender process for the provision of Alternative Curriculum Activities. The event will be held on the 7th of June at The Gallery, Elgin Library, aimed at introducing potential suppliers to the Flexible Provider Framework. This event will include a number of presentations and a questions and answers session. The aims of the event are:- To introduce the Moray Council Alternative Curriculum and the Flexible Provider Framework to Potential Suppliers; To better understand how we can help you work in partnership with us; To answer your questions; and Outline the Next Steps. Currently, Moray Council commissions a small number of providers to work in partnership with us to deliver alternative curriculum activities for children and young people who need additional support. This support may be necessary because they are struggling to make the transition from primary to secondary school, at risk of disengaging from mainstream education or being excluded from school due to an underlying behavioural issue. As part of the Council's Additional Support Needs (ASN) Improvement Programme, we want to expand and diversify our educational offer through the commissioning of an increased number of independent service suppliers who could offer a range of both physical and cultural activities which are aligned to supporting the learning outcomes for our learners. These activities could include outdoor activities, recreational activities or the arts. Who Do Want to Work In Partnership With? We are interested in engaging with third and voluntary sector organisations, ranging in size from micro businesses to large scale small to medium sized social enterprises, as well as commercial enterprises who have the skills and expertise to work with us to deliver the alternative curriculum. How will it work? Potential suppliers will be asked to assist Education colleagues in the realisation of the learning outcomes agreed in the education plan for an individual child or young person. Interested parties will be invited to tender through the Council's Flexible Procurement Framework. This simplified approach sets out the necessary standards required to enter into the contract with Moray Council. Suppliers who meet the minimum requirements they will be on-boarded onto the Framework and will be available to work with any school run by Moray Council subject a more detail service agreement which outlines the individual requirements. When will the Framework go Live? We intend to have the Framework and Application documentation ready to be circulated during the summer and we aim to deliver in partnership with suppliers the alternative curriculum in the early Autumn of 2023.
