The Scottish Government is delivering a new flagship change programme to improve the performance and efficiency of how corporate shared services are provided to core Scottish Government and other public bodies in Scotland.With significant multi-year investment in technology planned, the corporate Shared Services Programme (SSP) will deliver the implementation of Oracle Fusion Cloud, a modular based cloud enterprise resource planning (ERP) solution at an overall cost of around PS20m. The SSP will deploy the solutions and platforms required to enable operational and cultural change to meet user needs and provide a better customer experience. The scope of the programme is across HR, Finance, (RTR, EPM, PTP & OTC) for core organisations and budgeting/forecasting and financial consolidation across the wider public sector. Our initial ambition is to replace old on premise customised technology to new cloud based integrated ERP / EPM Solutions, to allow the credible running of modern finance function with robust data structures and the basics of a customer and service driven management culture. The Programme will also provide a foundation for further growth to support the government's wider vision for shared services and the ability to be a data driven organisation.This role is based in the newly formed Corporate Transformation Directorate which encompasses the Shared Services Programme (SSP) and other transformational programmes. This role itself will sit within the Business Readiness workstream and will be responsible for ensuring business readiness of one or more of the customer organisationsResponsibilitiesThe BRM will be a major force in executing the SSP Business Change Strategy, working with customer organisation(s) receiving the new system to ensure their business readiness by managing, coordinating, and supporting:* User Communications and Engagement - raising awareness and commitment and local ownership* Change Impact Analysis - identifying, assessing, and maintaining a common data set and CIA tool and Adoption Dashboards* Requirements Traceability - ensuring local needs are mapped to the standard Oracle solution* Process Adaptation - supporting the alignment of local processes to the standard Oracle processes* Risk Management - working with the programme to manage opportunities and risks impacting the programme and BAU operations* User Testing and Training - coordinating user participation in key transition activities* Post Go-Live Support - helping to establish the support arrangements immediately after system cut-over* Resource Coordination - ensuring the organisation's Business Managers, Process Champions, Super Users, Data Guardians, Technology SMEs (and others in the Change Network) actively supports the transition and sustainment.* Raising awareness and engagement across customer organisation of the project, it's intent, stated aims and impact/benefit to the customer organisation* Identifying the gap between as-is and to-be processes across the impacted areas* Preparing and implementing a plan to achieve business readiness for the impacted areas while maintaining service delivery across the customer organisation.The BRM will be the primary business readiness interface between the customer organisation and the central SG SSP team - encompassing a variety of project management disciplines (e.g., planning, organising, reporting, intervention, and monitoring activities).
