Notice Description

In previous years, issues were experienced with the traditional approach via a national operator for school transport resulting in some school pupils having no transport to and from school. To prevent against this situation arising in the future, the council has purchased 10 second-hand buses / coaches as a contingency measure in the event issues arise again to ensure the council would be in a position to react quickly and efficiently.

Lot 1

Due to the nature of the services the buses / coaches shall deliver, the maximum age for buses / coaches for school transport work was 20 years. The maximum age the council was looking for was a maximum of 10 years old. The purchase of second-hand buses / coaches needed to be procured within a time critical period to ensure availability prior to the return of school pupils following the summer holidays. Following work to identify a single source for the required vehicles, all 10 buses / coaches have underwent appropriate checks and inspections the council's Fleet Services team and have been approved as suitable for their intended purpose.

Procurement Information

Regulation 33(b)(ii) where the works, supplies or services can be supplied only by a particular economic operator for any of the following reasons: competition is absent for technical reasons but only, where no reasonable alternative or substitute exists and the absence of competition is not the result of an artificial narrowing down of the parameters of the procurement. There was an opportunity to purchase vehicles direct from a local suppler who has the required number of vehicles from a single sale. To prepare a tender test the market and find other reliable sources would be time prohibitive as these vehicles need to be in our fleet and operation by the start of the new school term in August 2023. Prior to concluding the purchase, each bus / coach was be subject to an independent service check to ensure they would be fit for purpose.
