This contract notice is in relation to the supply & delivery of Personal Protective Equipment (PPE) including Pandemic Recovery Items & Workwear, to be provided by supported businesses (enterprises where over 30% of their workforce have a disability). Scotland Excel seeks to establish a collaborative agreement on behalf of the Scottish local authorities, to provide users with a compliant route to market and to support the integration of disabled and disadvantaged citizens into the mainstream workforce. It is anticipated that the scope of items covered by the framework will include but not be limited to: hazard wear, safety wear, workwear, weather wear, footwear, outerwear, Pandemic related PPE - Type IIR Surgical Masks (fluid Resistant), FFP2 Masks, FFP3 Masks, face coverings (reusable and disposable), lip readable masks, single/sessional use eye/face protection (visors/goggles), disposable gloves (nitrile, vinyl, powder free), disposable aprons/coveralls. In addition to the supply of PPE, included within the scope of the framework will be additional services such as embroidery and printing onto PPE items ordered by Scottish Local Authorities or other Scotland Excel Associate Members. Bidders will be expected to provide evidence they meet the reserved contract criteria described as the 'two part test' introduced by European Directive 2014/24/EU and given effect in Scotland through the Public Contracts (Scotland) Regulations 2015, Section 2, Regulation 21. Information on the two part test is held within the "General Attachments" area of the Scottish Procurement Document (SPD) in PCS Tender in the document called 'Annex A - Requirements Reserved for Supported Businesses Dynamic Purchasing System (DPS)'.
