The Scottish Government is embarking on a new flagship change programme to improve the performance and efficiency of how corporate shared services are provided to core Scottish Government and other public bodies in Scotland.With significant multi-year investment in technology planned, the corporate shared services programme (SSP) will deploy the solutions and platforms required to enable operational and cultural change to meet user needs and provide a better customer experience. It has been agreed that the scope of phase one will be to improve the current shared service capability in Finance and HR. This will then provide a foundation for further growth to support the government's wider vision for shared services and the ability to be a data driven organisation.SSP is a major cloud based ERP implementation across HR, Finance, PTP for core organisations and budgeting/forecasting and financial consolidation across the wider public sector.We recognise that data is a business asset and SG is committed to improving data quality through all project implementations and in a sustainable way beyond that. The Data QCM Lead is key to establishing sustainable Data Quality and is supported by :* The domain focused Data and Analytics team, hosted in Corporate Transformation Directorate, which will set data & information quality standards.* The Data Governance Council who provide organisation wide sponsorship for data quality, with individual Process Owners accountable for setting their domain data quality strategy and associated KPIs.* Project sponsors of major change projects who will be accountable for leaving a sustainable data management footprint post implementation.* A Data Quality Team with resources both assigned to SSP and remaining in the business, who will be responsible for correcting data in a timely fashion, with support and supervision from the Data and Analytics team.Main Duties* As Data QCM Lead, the individual will be responsible for ensuring any changes / impacts on cost from this area to overall budget of the Shared Services Programme are managed in an efficient manner i.e. additional resource requirements, scope change etc.* The Data QCM Lead role will involve close working with multiple project work-streams, Business units, 3rd Party vendors and other relevant resources/business that are connected with SSP to ensure data quality, pre-migration cleansing, migration and reconciliation are delivered successfully.* This role will support other workstream leads (e.g. Finance, HR, P2P) throughout each phase of the data migration. In addition, close working with IBM, our Systems Integrator (SI) (responsible for technical delivery of data migration) and SopraSteria, our Client Side Partner (CSP) (providing migration advice and business impact management) will be required to ensure a successful migration.* This role spans:o The management and control of the data quality, cleansing, migration and reconciliation deliverables and resources assigned to the project within this workstream.o Application of the appropriate global data standards and policies plus the appropriate data domain strategies.o Delivery in partnership with the business, IT, and SI partners.o Ensuring that migrated data is of good data quality.o Engagement with and fostering of strong relationships with key data stakeholders, within various SSP work-streams, Finance, HR, P2P & business data maintenance teams.* As a member of Project Leadership teamo The prime purpose of this role is to deliver the data migration related elements of the solution for a project, through all phases of the project life cycle.o The Data QCM Lead will be expected to liaise with future Data Management and Data Maintenance teams to ensure new data processes are seamlessly handed over to business as usual.o The Data QCM Lead will be expected to maintain strong relationships with the relevant data and business stakeholders.* Data migrationo The Data QCM Lead will be expected to manage the full data migration for the project. I.e. cleanse, extract, match, map, collect, transform, validate and load.o Working with CSP & SI, the Data Lead will create and manage the data load schedule for all cutover migration activities.o The Data QCM Lead is responsible for the quality of data migrated. Any deficiencies should be clearly reported to the project manager/steering group. Early identification of likely downstream data quality issues should be made (wherever possible) to inform any data cleansing plan.* Workstream managemento Ensuring that issues are identified and resolved promptly.o Escalation of issues as appropriate, to Programme Governance Boards(s).o Managing the sign off of data QCM deliverables with the relevant business, owners and data stakeholders.o Ensuring thorough adoption of the methodology for data delivery aspects.o Ensuring high quality data documentation is produced and managed to support all the data deliverables.o Management of project risks with the Programme Director.
