HIAL operates eleven airports throughout the north of Scotland, each with varying degrees of CNS, MET and ancillary system supporting different types of ATS. The geographically diverse nature of the operation, the range of ATS equipment in use, and the importance of the provision of lifeline services means the delivery of an ATS Engineering Service is paramount to maintain equipment reliability, availability, and regulatory compliance. Currently, HIAL does not operate a centralised control and monitoring system for all ATS assets and services at all its airports. Fault identification relies on user notification and the manual raising of fault reports, which are then confirmed and responded to from Head Office at Inverness Airport. The implementation of an automatic RCMS will provide greater visibility of issues and allow a more responsive Engineering Service. The availability of statistical trend information will also support future asset replacement strategies and increase safety performance monitoring. HIAL wishes to receive information on options to design, install, commission, test and accept a new RCMS that centralises data from the eleven airports at Head Office. Over a phased approach, HIAL will include all CNS, MET and ancillary systems, electrical power, and communications links into a single source of truth for ATS system status. Options to be explored include: - Real-time status of CNS, MET and ancillary status (audible and visual alerts, definable through hierarchy) - Control options (where possible and supported through safety argument) - Provision of status information at Head Office (multiple terminals) and a consolidated display at each airport - Upgradeable configuration to support new interfaces and methods of operation - Automatic fault logging and trend analysis options - Telephone/SMS/email/web interaction - Multiple access levels to information and control through authorisation - Multiple interface options, including legacy (the supplier should identify options to interface legacy signals into the RCMS). HIAL is currently preparing to tender for its Engineering Services Provision contract, with the aim of implementing a new construct by the end of March 2025. The provision of centralised asset data by this date (or a subset thereof) would be invaluable to this process, therefore HIAL is looking for expediency in the design, delivery, and entry into operational service.
