The Scottish Fire and Rescue Service requires the execution of Asbestos Medicals in respect of all of its operational staff. Firefighters are classed as 'licensed workers' under the Control of Asbestos Regulations 2012 (CAR 12). This means they are required, by law, to undergo medical surveillance with a Health and Safety Executive (HSE) appointed doctor, every three years. This will require the delivery of circa 6000 operational employees on a rolling three-year programme (i.e. 2000 medicals per year carrying out seven medicals per day). As such, the Service intends to implement a Framework Agreement involving all HSE Registered Doctors who provide a compliant response to the Service's Statement of Requirements.
