Summary of the contracting process

Scotland Excel, based in Paisley, is the central procurement body for the local government sector in Scotland, coordinating a procurement framework titled "Local Heat and Energy Efficiency Strategies". This initiative covers various locations across Scotland and aims to support local authorities in developing and updating their Local Heat and Energy Efficiency Strategies (LHEES). The procurement process encompasses three main areas: Local Heat and Energy Efficiency Strategies, Heat Network Zoning, and Local Area Energy Plans. The open procurement method was employed, and the contracts were awarded by 9th April 2025. The contracts, active as of this date, distributed a total of £5,000,000 across the three lots. Participating organisations include all 32 Scottish councils and numerous associate members, ensuring broad geographic coverage within Scotland.

This procurement framework opens significant opportunities for both large firms and SMEs, enabling them to engage in technical consultation and strategic planning within the energy efficiency and heating domain. Businesses with expertise in engineering, urban planning, environmental sciences, and energy management could find this framework particularly beneficial for growth. The open procedure allows fair competition, providing a platform for capable suppliers to collaborate with local authorities, thereby gaining valuable public sector contracts. Particularly, firms focusing on innovative energy solutions, sustainability practices, and those looking to expand their footprint in public procurement in Scotland would be well-suited to engage with this framework. The structure of the lots and the need for both technical and consultancy skills also encourage diverse participation, supporting business growth through engagement with key strategic initiatives.
