Inverclyde Council is a housing stock transfer authority and therefore wishes to appoint a suitable Delivery Partner to deliver the ABS programme to households throughout the Inverclyde area in line with the Scottish Governments Guidance on Scheme Design and Delivery. The Council is inviting interested parties to tender for the role of Delivery Partner to manage their 2024/2025 ABS programme with their allocated funding, and for future projects should additional funding or further funding become available under the Energy Efficient Scotland Programme within the duration of this agreement.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 8 and 9 of the Procurement (Scotland) Regulations 2016.

Renewal: The Council may, at its sole discretion and subject always to satisfactory performance, extend the contract for a further period of up to 12 months beyond the Initial Contract Period subject to committed Scottish Government funding and time scales.

A documented policy regarding quality management. The policy must set out responsibilities for quality management demonstrating that the bidder has, and continues to implement, a quality management policy that is authorised by their Chief Executive, or equivalent, which is periodically reviewed at a senior management level.
