Notice Description

The Council are looking to notify the market of a future contract opportunity to deliver a Homelessness Services Provision in the South Lanarkshire area.

Lot Information

Lot 1

South Lanarkshire Council currently has four providers delivering Homelessness Services in the South Lanarkshire geographical area. The current services include: - First Stop Emergency Accommodation - Supported Accommodation - Intensive Outreach Support - Out of Hours Services. The Council is considering combining these services into one contract with a lead provider and / or other model and is seeking market feedback on this proposal or possible other suitable models. The Council's preference is to have a single provider to allow the streamlining services and reduce management and overhead costs thereby releasing more funding to direct staffing. The Council anticipates that a single provider would allow for a more direct referral process and consolidate the reporting and monitoring functions. Current spend for these services is circa 1,670,000 GBP per annum. The General Requirements of the contract include: Accommodation: Accommodation provided shall meet the following as a minimum: - Ensuite bath or shower room (shared facilities may be considered, however, ensuite is first preference) - Food storage facility / small fridge - Kettle - Bed - Clothes storage facilities, i.e. wardrobe - Microwave - 24 hour access to shared kitchen facilities and communal space Leasing: The Council may, where appropriate, lease property to the provider. Office / Communal Spaces: Properties used will need to have appropriate office facilities and communal spaces. It is expected that the Intensive Outreach Housing Support Service and/or the Out of Hours Service can operate from one of the locations. Care Inspectorate: All providers, including sub-contractors, will need to be registered with the Care Inspectorate. Referrals: All referrals will be made by an appropriate Council Officer during Office Hours, unless otherwise agreed..
