THE PROMISE SCOTLAND

This public procurement record has 2 releases in its history.

Summary of the contracting process

The Promise Scotland recently concluded the procurement process for the "Independent Evaluation of Plan 21-24" project, aimed at assessing Scotland's progress against this strategic plan. The procurement falls under the "General public services" industry category and was conducted as an open procedure by The Promise Scotland, a non-statutory company established by Scottish Ministers. The contract was awarded to The Diffley Partnership on 27th March 2024 for a value of GBP 38,050. Key stakeholders include the Oversight Board and the Independent Strategic Advisor on the Promise, with engagement carried out through both formal and informal communications over a relatively short three-month timeline.

This tender presents substantial opportunities for businesses specialising in evaluation and research services. It is particularly suitable for organisations with experience in high-level project planning, stakeholder engagement, and the ability to provide comprehensive and accessible evaluation outputs. SMEs, similar to The Diffley Partnership, with capabilities in producing high-quality deliverables, project management, and budget adherence, are well-positioned to thrive in such procurement processes. This project also showcases the potential for further collaboration with The Promise Scotland on future initiatives that aim to monitor and guide significant public sector strategies.

Notice Title

Invitation to Tender: Independent Evaluation of Plan 21-24

Notice Description

The Promise Scotland is commissioning this tender and will fund the work in full. The primary purpose of the work is to evaluate Scotland's progress against Plan 21-24, to identify learning for Plan 24-30 and provide comment on the role Plan 21-24 has played as a guide for this progress. The Oversight Board, as the group tasked with monitoring Scotland's progress to keep the promise, and the Independent Strategic Advisor on the Promise, as the role responsible for devising Plan 24-30, both have significant interest in the final output of this evaluation and will act as stakeholders whose input and engagement will be managed by The Promise Scotland. The inputs to the consultations already completed on Plan 24-30 structure and content are held by The Promise Scotland and can be made available to inform this evaluation. Commitment to keep the promise remains high, as does momentum across all sectors, including political. The narratives around work to keep the promise are positive, aspirational, and focused on improvement. They also, rightly, highlight the significant challenge, and at times threat, elements of the external environment present for work to keep the promise. Therefore, understanding the impacts of tangible (such as capacity and resource) and intangible (including culture and collaboration) elements on how Plan 21-24 was received and perceived, will be important to this work. The Promise Scotland will require ongoing engagement to enable it to provide regular updates to a broad range of interested parties and stakeholders, both directly and through online communications. In recognition of the relatively short three-month timeline, this engagement will be a mix of formal and informal communication. The Promise Scotland needs to receive an evaluation output that can be made available to all who are interested, thus a design and accessibility component for communication and publication is a factor.
