Summary of the contracting process

Stirling Council has awarded contracts for a Dynamic Purchasing System (DPS) tailored for school, social care, and other transport services via taxi and private hire cars with a maximum capacity of 8 seats. The services cater to the educational and social care needs of children and vulnerable adults, and they also include other passenger or goods transport requirements. Tendering also incorporates Demand Responsive Transport (DRT). The procurement process has progressed to the award stage with 19 suppliers engaged, covering the Stirling area and its cross-boundary needs. Key dates include the announcement of the award on November 13, 2024, and contracts signed on August 1, 2024. The selective procurement method was employed, reflecting a restricted procedure for this service category defined under CPV 60120000 (Taxi services). The DPS remains open for new applicants over its lifespan, allowing SMEs to participate continuously.

This DPS structure provides numerous growth opportunities for businesses involved in transport and logistics within the Stirling Council region. SMEs specialising in taxi and private hire car services, especially those experienced in catering to school and social care transport, are best positioned to benefit. The inclusion of DRT services also broadens the scope, making it suitable for companies with flexible scheduling capacities and those looking to expand their services within educational and social sectors. Details on gaining and maintaining necessary licenses, adherence to PVG scheme requirements, and the acceptance of electronic submissions further facilitate business participation, ensuring compliance and operational readiness.
