Summary of the contracting process

The Scottish Government, representing the Marine Directorate, has awarded a contract to AECOM for an eight-month consultancy project starting in May 2024. The contract requires the development and delivery of a Social and Economic Impact Assessment (SEIA) for the National Marine Plan 2 (NMP2). This procurement process emerged from an open procedure and falls under the services category, focusing on general public services. The assessment will be conducted primarily within the Scottish marine environment, with significant inputs expected by December 2024. Detailed submissions were evaluated and AECOM was selected based on their comprehensive proposal. The project aims to aid the Sustainability Appraisal of NMP2, a requirement under the Marine and Coastal Access Act 2009.

This tender presents substantial growth opportunities for businesses specialising in environmental consultancy and impact assessments. Companies with capabilities in delivering comprehensive social and economic impact analyses, especially those familiar with marine environments, stand to benefit significantly. With large-scale projects and a need for relevant technical expertise, this contract is ideal for firms experienced in handling similar assessments and those capable of working closely with governmental bodies. Participating in such high-value and strategic contracts can enhance business portfolios, establish long-term client relationships, and provide substantial market visibility.

Lot 1

The Scottish Government's Marine Directorate ("The Marine Directorate") invites a tender from a suitable contractor for an eight-month period, commencing in May 2024, or as early as possible, for the supply of consultancy services to develop and deliver a social and economic impact assessment ("SEIA"). The SEIA will assess the objectives and policies of Scotland's National Marine Plan 2 ("NMP2") and the results will contribute to the Sustainability Appraisal of the NMP2, a requirement of the Marine and Coastal Access Act 2009. It is expected that the SEIA will take approximately four months to complete, with additional support as requested during the remainder of the contract period. The Marine Directorate wishes to commission a project to undertake the delivery of the social and economic impact assessment of the NMP2. This assessment, together with the outputs of the statutory environmental assessments (subject to a separate tender) will be drawn together and summarised in the Sustainability Appraisal report. Officials are currently working to develop NMP2 itself, and the development of the Sustainability Appraisal will run in parallel.
