Summary of the contracting process

Scotland Excel, acting as the central purchasing body, orchestrated a comprehensive public procurement process for the supply, delivery, installation and disposal of domestic furniture and furnishings. Notably, this process targets various councils and associate members across Scotland. The procurement, under the title "Supply, Delivery, Installation, and Disposal of Domestic Furniture and Furnishings," categorises under general public services and involves locations within the geographical boundaries of the participating councils. The procurement followed an open procedure and was segmented into several lots: New Furniture, Reuse Furniture, and Furniture Kit Out, all of which are now marked as complete with contracts signed on the 10th of June 2025. The entire framework was activated with a budget split across the different lots, with a predominant focus on the procurement of new furnishings.

This public procurement tender offers extensive opportunities for small and medium-sized enterprises (SMEs) within the domestic goods sector, particularly those specialising in furniture production, refurbishment, and delivery. The framework's structure allows various types of businesses to compete, particularly those providing innovation in sustainability, as evidenced by the inclusion of reusable furniture. Companies such as CF Services Ltd, The Furnishing Service Limited, New Two, Spruce Carpets, and Circular Communities Scotland have been awarded different lots, signifying the benefits for SMEs in this tender. Furthermore, the process supports community benefits and underscores the importance of economic and financial stability, creating further growth prospects for businesses with robust compliance and operational strategies.
