Summary of the contracting process

The City of Edinburgh Council has successfully completed the procurement stage for a Framework Agreement titled "CT1367 - Heat Network Feasibility Studies Framework Agreement". This procurement, conducted via a selective, restricted procedure, focuses on providing consultancy services for heat network feasibility studies in Edinburgh, aligning with general public services in the region UKM75. Key milestones include the contract award stage, which was formalised on 20 May 2025. The framework is set to evaluate the technical and economic feasibility of heat network projects in identified zones across the city, with an indicative series of 12 to 15 studies planned over its duration.

This procurement represents a significant opportunity for firms in the engineering and consultancy sectors, particularly those with experience in infrastructure and energy systems. Large organisations, such as Ove Arup & Partners Ltd, WSP UK Ltd, and AECOM Limited, have already been awarded participation in the framework, highlighting the suitability for well-established companies. However, small and medium enterprises with relevant expertise and financial standing can also benefit by demonstrating their technical capabilities and experience through competitive processes. The framework's emphasis on quality and innovation could provide a platform for growth, allowing businesses to engage actively with a major UK local authority and explore future projects in environmental and sustainable energy infrastructures.

Notice Title

CT1367 - Heat Network Feasibility Studies Framework Agreement

Notice Description

The City of Edinburgh Council is looking to develop a Framework Agreement consisting of heat network feasibility study consultants.

Lot Information

Lot 1

The City of Edinburgh Council is looking to develop a Framework Agreement consisting of heat network feasibility study consultants. The Council have identified 17 prospective heat network zones in Edinburgh. To support the development of heat networks in multiple zones, we wish to commission feasibility studies providing more detailed information on the opportunity in each zone. The core purpose and focus of the studies is to assess whether a potential heat network project is technically feasible and economically viable. The studies produced are not expected to consider the commercial model to be used to deliver the heat network, or to deliver an outline business case. It is envisioned that the areas subject to feasibility studies would generally be aligned to zone boundaries, however in some cases the Council may specify a study area covering more than one zone, or alternatively part of a zone. As such, we envisage that there will be up to 12 to 15 studies undertaken over the full Framework Agreement period, however this should be treated as indicative only.

Renewal: The Council wishes to hold the option to extend for up to 24 months, undertaken at the sole discretion of the Council.
