Notice Description

The managed service is to provide a Management Consultancy Service to support Rural Payments and Inspections Division (RPID) and Agricultural Reform Programme (ARP) deliver our transformation programme. One of the major outcomes is seeking opportunities for utilising cloud based solutions to deliver our business out-comes in an efficient, agile way. Delivering benefits of products and services, user centred design thinking, helping our organisation transforming speed of product delivery, user feedback improvements, building on Minimum Viable Product (MVP). Our business applications require to be hosted in the cloud. Management Consultancy skills are critical to empowering this move with the benefits of cloud practices helping deliver this new way of working. The scope of the work will cover RPID and ARP activities as follows A key requirement for RPID and ARP is to fulfil its part in reducing headcount. Management Consultancy skills are critical to reducing the costs of our existing delivery model by undertaking the following activities: Work with the business lead to plan workshops and introduce appropriate tools to gather information from all participants; Facilitate workshops both in person and virtually; Define a structured approach to specified activities; Work with the business to clarify problems, define and evaluate viable solutions to enable informed decision making; and Work with the business lead to ensure that agreed deliverables are clearly de-fined, timeboxed, realistic and achievable. Management Consultants responsibilities within the Agriculture Reform Programme (ARP): Work with the Design Authority leads to plan workshops and introduce appropriate tools to gather information from all participants; Development of an approach to understand requirements that produces artefacts in line with the programme outcomes and Interim and Target Operating Models; To identify issues and barriers to progress and provide expert advice to the organisation on approaches to resolving these; Work with the business to clarify problems, define and evaluate viable solutions to enable informed decision making; Work within the multi-disciplinary Design Authority to create artefacts to ensure consistency and transparency of approach; Leveraging sophisticated understanding of business and organisational dynamics to ensure completing business / user requirements are captured successfully advising on, and providing, a detached and professional view of an organisation's systems / services and processes & practices; neutral facilitation in workshops both in person and virtually to ensure decisions can be reached in complex systems and competing priorities; There is no in-house management consultancy resource, as such, knowledge transfer to core SG staff including Business Analysis teams will be devised as part of this contract.
