Summary of the contracting process

The "Supply and Delivery of Vehicle Parts" procurement process, managed by Scotland Excel, a central purchasing body, aims to establish a framework agreement to supply councils across Scotland. This framework covers a wide range of vehicle parts, including those for cars, light vehicles, refuse collection vehicles, and other specialist vehicles. The procurement method used is an open procedure, indicative of a transparent and competitive process. The framework is divided into distinct lots catering to varied vehicle needs across Scotland, with relevant details of completion and award recorded as of 18th November 2025. Key packages include parts for light and heavy vehicles, specialist vehicles, and hydraulic hoses, among others, with a contract value totalling £48,000,000 GBP. Framework agreements are set to last initially 36 months, with an option to extend up to 48 months subject to satisfactory performance.

This procurement offers significant business growth opportunities for suppliers in the automotive and vehicle maintenance sectors. SMEs and large enterprises alike can benefit from participating by offering parts and services necessary for fleet maintenance across various Scottish locations. The competition encourages the delivery of OEM-quality parts, hydraulic hoses, workshop consumables, and more, fostering business expansion by connecting with local authorities and supporting long-term contracts. Furthermore, the inclusion of community benefits promotes extra value for suppliers who can provide meaningful contributions beyond simple contract execution. This procurement thus represents substantial scope for businesses equipped to deliver vehicle parts, collaborate on community aims, and adhere to quality, financial, and environmental standards set by Scotland Excel.
