Renfrewshire Council wish to establish an Alcohol and Drugs Crisis Outreach Service.

Lot 1
Renfrewshire Council, on behalf of the Renfrewshire Alcohol and Drug Partnership will shortly be going to tender to establish a Crisis Outreach Service. The service will incorporate overdose response and assertive outreach capacity that will operate across Renfrewshire. The nurse led service will operate 7 days offering extended support (beyond statutory services to 10pm) to those who experience challenges with substance use issues, experience a near fatal overdose or disengaging from services. Those who are not in contact with treatment and care services should also be targeted. The Crisis Outreach Service will provide rapid support to those in crisis, to prevent an escalation of needs that may require emergency care, hospital admission, or an urgent housing or other intervention. Staff will rapidly and assertively re-engage/engage people with mainstream services using agreed fast track referral processes and accessing same/next day prescribing, where appropriate. Those in crisis for the purposes of this service can be defined as people who need urgent help. Scope includes, but is not limited to, those impacted by substance use, homelessness or other form of housing insecurity, mental health difficulties, and trauma. The focus of this service will include: - Keeping people safe - Calling individuals (and those around them) and carrying out wellness checks at home or other known places - Make multiple attempts to reach individuals - Target the distribution of naloxone - Work with those around the individual (where appropriate) i.e. family, friends - Offer Harm Reduction interventions including naloxone/WAND - Establish direct referral channels via Police Scotland, SAS, Hospitals, families, self In order to save lives, service models should consider assertive outreach methods to engage and reach high risk individuals, provide interventions at key times to prevent overdose. The service must offer caseload capacity to provide wrap around care at the point of need including follow up care in the event of a near fatal overdose. A harm reduction van will be made available to the successful provider to support service delivery. The Council intends to tender for a 2 year contract.
