Singleton Residential Childcare Placement
Notice Description
South Lanarkshire Council are looking to notify the market of a potential future contract opportunity to deliver a singleton residential childcare placement within the Central Belt of Scotland. The current placement is nearing its end, so an alternative arrangement is required in a timely manner with the aim of completing the transition to a new home within 3 months from contract award. The young person, female 16 years old, requires a singleton residential care placement. It is anticipated that continuing care placement up to the age of 21 years will be required. The young person is autistic. She presents with emotional and behavioural difficulties, which have been understood in relation to early attachment disturbance and complex PTSD. She also has a diagnosis of ADHD, although she is not accepting of this. The council is flexible on the model for the residential care and has considered three possible models for delivery of this contract but would be open to other suitable models. The three proposed models are: 1. Provider delivers accommodation and support in a flat within a group residential setting. 2. Provider delivers accommodation and support in a flat in a community setting. 3. SLC provides the accommodation and leases to provider with provider delivering the support element. Care is required 24 hours a day, 7 days per week, 365 days per year. Accommodation is ideally preferred in the Central Belt area and being close to Glasgow would be desirable but is not essential.

The PIN notice is being published to gain information from potential suppliers to assist with the procurement of a Singleton Residential Childcare Placement. The purpose of this PIN notice is to explore the market reaction to the proposed procurement. We hope to identify critical success factors and potential barriers in order to inform the formal procurement process. In November 2024, the Council will make the final decision on the procurement process, having considered the responses received to the Questionnaire. Potential bidders are invited to complete the Questionnaire and submit their responses no later than 12:00 on Thursday 24th October 2024. Responses should be sent to Georgie.howley@southlanarkshire.gov.uk. Please note there is no additional documentation available for this contract at the moment.
