Singleton Residential Childcare Placement

SOUTH LANARKSHIRE COUNCIL

This public procurement record has 1 release in its history.

Summary of the contracting process

South Lanarkshire Council is planning a procurement process for a singleton residential childcare placement in the Central Belt of Scotland, with flexibility on the specific model for service delivery. This procurement, currently in the planning stage, falls under the industry category of Social Protection and General Public Services. The council is seeking solutions that transition the young person to a new residential setting within three months from the contract award, with continuing care anticipated until the age of 21. Key dates include the final decision on procurement in November 2024 and the submission deadline for the Market Engagement Questionnaire by 24th October 2024. The procurement method is a planned tender to gain market insights and establish a suitable service provision model.

This tender presents significant opportunities for businesses capable of providing high-quality residential childcare services, specifically tailored to individuals with autism and emotional and behavioral difficulties. Organisations with expertise in delivering consistent and dedicated care 24/7 will find this project well-suited to their capabilities. Additionally, businesses that can offer flexible residential models—whether within a group setting, community environment, or under a lease arrangement with the council—are encouraged to participate. The opportunity to influence the procurement approach through the market engagement exercise further enhances the potential for growth and long-term collaboration with South Lanarkshire Council.

Notice Title

Singleton Residential Childcare Placement

Notice Description

South Lanarkshire Council are looking to notify the market of a potential future contract opportunity to deliver a singleton residential childcare placement within the Central Belt of Scotland. The current placement is nearing its end, so an alternative arrangement is required in a timely manner with the aim of completing the transition to a new home within 3 months from contract award. The young person, female 16 years old, requires a singleton residential care placement. It is anticipated that continuing care placement up to the age of 21 years will be required. The young person is autistic. She presents with emotional and behavioural difficulties, which have been understood in relation to early attachment disturbance and complex PTSD. She also has a diagnosis of ADHD, although she is not accepting of this. The council is flexible on the model for the residential care and has considered three possible models for delivery of this contract but would be open to other suitable models. The three proposed models are: 1. Provider delivers accommodation and support in a flat within a group residential setting. 2. Provider delivers accommodation and support in a flat in a community setting. 3. SLC provides the accommodation and leases to provider with provider delivering the support element. Care is required 24 hours a day, 7 days per week, 365 days per year. Accommodation is ideally preferred in the Central Belt area and being close to Glasgow would be desirable but is not essential.
