Notice Description

The Authority has identified a requirement for external professional services support to prepare a HMT Green Book Compliant business case setting out the options and recommendation on the exit strategy from the current PFI arrangement expiring in October 2026. The business case should be ready for Authority Board approval by October 2024. In essence this means August 2024 to ensure internal Governance is adhered to prior to board approval.

The specific scope of the work is as follows: 1.Project manage the PFI exit work from inception to conclusion; producing project plan with key milestone; co-ordinating activities between advisers, in house teams and with the PFI company; attend project board meetings; provide project management reports on milestone completion 2.Provide resource to scope the operational requirements from Policing to understand the drivers and utilisation of Jackton FTC and whether we require to retain Jackton or that these functions can be accommodated in the wider Police Scotland Estate or co-location/sharing with other partners throughout the UK. 3.Ensure documentation is complete from all parties to enable decision making reviewing existing valuations and M&E surveys. 4.Review existing condition reports and provide commercial advise based on these reports. 5.Develop the services exit strategy to feed into the business case included setting out the clear options available at expiry as afforded by the PFI agreement. This should include highlighting the relevant risks. 6.Provide commercial insight analysis against the current valuations or instruct further work as required. 7. Provide comment on existing building surveys or instruct further work as required. 8.Produce green book compliant business case in Police Scotland format including all financial calculations and all financial modelling for all cases working alongside Police Scotland finance. 9.Facilitate and advise negotiations on behalf of Police Scotland upon our instructions with the PFI company. This aspect will be throughout the contract duration as and when required.
