Summary of the contracting process

The City of Edinburgh Council is initiating a tender process titled "CT1542 Sheriff Officer Services," aimed at establishing a Framework Agreement for the provision of services related to the recovery of funds from various debt streams such as unpaid Council Tax, Business Rates, Housing Benefit Overpayments, Parking Fines, and Sundry Debt. This procurement falls under the services category and is based in Edinburgh, UK. The procurement is currently in the tender stage, with an updated deadline for submissions extended to 7th October 2025 at 12pm. The value of the procurement is estimated at £1,750,000, and it follows the open procedure method, allowing for electronic submissions. The projected award period begins on 2nd October 2025.

This tender offers substantial opportunities for businesses involved in high-volume local government revenue collection, particularly those experienced with service delivery in Edinburgh or similar urban areas. Ideal candidates would be members of the Society of Messengers-at-Arms and Sheriff Officers (SMASO), capable of handling large debt recovery processes. Firms with an annual turnover exceeding £300,000 for Lot 1 and £200,000 for Lot 2 over the past two financial years are encouraged to participate. Additionally, businesses that can commit to engaging with environmental management and ethical workplace practices, such as paying the real Living Wage and ensuring prompt payment to subcontractors, will find this tender aligns well with their growth strategies.
