Notice Description

As part of the development process for a procurement strategy for Argyll and Bute Councils Local Development Plan consultation management and back-office system, Argyll and Bute Council is seeking views and information from the marketplace in connection with the areas set out in this Request for Supplier Information (RFI). Information provided in response to this request will be used in the development of the procurement strategy for the Local Development Plan consultation management and back-office system.

The Local Development Plan is a statutory process set out within the Town and Country Planning (Scotland) Act 1997. The LDP process involves the production of a range of documents for public consultation. Other public engagement may also be undertaken that is not specific to any document, for example to gain evidence, opinion or information. The process requires a digital front-end platform to facilitate engagement and consultation with the general public and other stakeholders as well as a digital back-office system to manage responses and customer details. Where public consultation is undertaken on specific documents then those documents need to be hosted online alongside any associated digital mapping that has been created using existing, internal geographic information systems (GIS). The back-office system needs a comprehensive method to process engagement/consultation responses as well as a robust reporting tool to export the responses into specific reports including those required at LDP examination. The LDP process also requires the maintenance of various libraries/lists for; internal document productions (maps, bespoke reports), external document submissions (supporting information submitted alongside main consultation responses), publicly available reference documents/publications and engagement activity records (meetings/events/phone calls etc). The LDP process also requires the assessment of existing and potential development sites and therefore requires a system to record a range of related site information..
