RENFREWSHIRE COUNCIL

This public procurement record has 2 releases in its history.

Summary of the contracting process

Renfrewshire Council is seeking an Alcohol and Drugs Crisis Outreach Service aimed at reducing harm, saving lives, and improving access to treatment in Renfrewshire. The procurement process is currently in the tender stage, with a submission deadline of 17 February 2025. The contract is set to commence on 1 July 2025 and will run for two years, with an option for a 12-month extension subject to funding. The service falls under the General Public Services industry category, specifically targeting high-risk individuals who have experienced a near-fatal overdose. The procurement method being used is an open procedure and the total budget allocated for the initial period is £600,000 (excluding VAT), with an additional £300,000 potentially available for the extended period. The project's procurement category is services, and submissions are to be made electronically.

This tender presents robust opportunities for businesses specialised in health and social care, particularly those experienced in delivering crisis intervention services in a community setting. The project aims to enhance emergency response capabilities, support those at high risk of overdose, and link vulnerable individuals with the necessary services to prevent high-risk drug use. Companies offering innovative solutions, skilled and qualified staff, and proven experience in managing similar outreach services will be well-positioned to compete. There is also a significant focus on community benefits, with an expectation that the service providers will commit to delivering 50 Community Benefit Points through various social, economic, or environmental initiatives as part of the contract. This contract holds the potential for businesses to establish a substantial presence in the Renfrewshire area while contributing to important public health outcomes.

Notice Title

Renfrewshire Alcohol & Drugs Crisis Outreach Service

Notice Description

The requirement is for an Alcohol and Drugs Crisis Outreach Service that will operate to reduce harm, save lives, and improve access to treatment and care by providing key interventions to prevent drug and alcohol-related deaths. In line with the MAT standards, the key aims of a Crisis Outreach Service would be to engage with individuals at higher risk of overdose and those who have experienced a near fatal overdose to provide care and support to increase access to life saving protective treatment. The key elements of the response we need for Renfrewshire are as follows: - Emergency response: maximise capacity and capability of services, families and friends and agencies to deal with a potentially fatal overdose by being properly equipped and trained. - Reducing risk: maximising support, access, and the range of practical and appropriate choices of pathways for anyone with high-risk drug use; and - Reducing vulnerability: link with key agencies addressing issues that can predispose vulnerable people to move into higher-risk use of drugs and reducing the associated impact on wider communities.
