Summary of the contracting process

North Lanarkshire Council undertook the procurement process for the refurbishment of the Retirement Housing Complex at Phyllis Jane Court, Drummond Drive, Wishaw, in the UKM84 region. This project aimed to transform the complex into a Retirement Housing Plus standard, focusing on enhanced comfort and accessibility for individuals with dementia, cognitive impairments, and mobility issues. The procurement method used was an open procedure, with a contract value of £1,500,000, and the procurement process moved from the tender stage announced on 11th March 2025 to an award made by 7th August 2025. The awarded contract, signed on 10th July 2025, was given to Clark Contracts Limited, a large supplier in Paisley, who will handle the complete refurbishment work over a period of 450 days.

This project presents substantial opportunities for businesses involved in construction, specifically those providing services in safety upgrades, architectural refurbishment, and accessibility improvements. Companies with expertise in public contracts, particularly in providing enhanced living facilities, are well-positioned to compete for similar tenders. As this forms part of a long-term programme by North Lanarkshire Council, businesses that can adapt efficiently to the complexities of public sector requirements and demonstrate capabilities in delivering high-quality living environments may find significant growth prospects in this domain.
