Cycle confidence building programme for Badenoch and Strathspey
Notice Description
The Cairngorms National Park Authority would like to secure a contract to deliver led ride and cycle skills programmes in Badenoch and Strathspey. This fits into wider work aiming to change behaviour towards more active and sustainable travel. A lack of confidence with cycling can be a barrier to active travel which is the reason for offering these activities. Initially between April and July, we anticipate working with primary school children and their parents / carers at Aviemore, Deshar and / or Abernethy Primary School, as well as the wider communities of Aviemore, Boat of Garten and Nethy Bridge. We are in conversation with these schools about facilitating weekly organised rides to and from school known as 'bike buses' and / or cycle skills sessions for pupils to complement the Bikeability programme. This contract will also deliver programmes of rides or cycle skills sessions for adults. We would like to offer parents and carers opportunities to build their cycle confidence. Additionally, we want to offer programmes of led rides starting from village centres which are open to all, aimed at those who wish to build their confidence to cycle to get around. There is scope for the successful bidder to input to finalising the delivery plan. From July onwards we expect to offer similar activities to other communities in Badenoch and Strathspey as well as continuing to work with the Aviemore, Boat of Garten and Nethy Bridge communities where necessary. Whilst we have funding to get activities started, we don't anticipate having public funding for long-term delivery and therefore our aspiration is to support and train a network of volunteers to take on future delivery. We would like successful providers to support this by encouraging potential volunteers to join and assist with the rides and play a role in supporting the transition of the activities towards being led by volunteers. Lot 1
Initially this contract is to deliver: 1.A series of organised rides known as a 'bike bus' or cycle skills sessions once a week likely for Aviemore, Deshar and/or Abernethy Primary Schools through term 4 (April - July). Minimum two staff will be required. 2.A series of up to 10 x weekly 2-hour morning or afternoon rides or cycle skills sessions aimed at parents or carers between April - July. It is envisaged that these will be offered on the same days as the bike buses. 3.A series of up to 10 x weekly 2-hour morning or afternoon rides or cycle skills sessions starting from town / village centers which are open to all between April - July. It is envisaged that these will be offered on the same days as the bike buses. 4.Working with the Project Manager, plan and deliver a programme of rides and skills sessions for July - Oct. This is anticipated to include similar activities in other communities in Badenoch and Strathspey as well as continuing to work with the Aviemore, Boat of Garten and Nethy Bridge communities where necessary. Each day is envisaged to be inclusive of multiple activities, for example as follows: Wednesday each week: 8am - 9am: bike bus to Aviemore Primary School 9am - 11am: ride or skills session aimed at parents / carers from Aviemore (could split into 2 groups if appropriate) 11am - 11:30am: break and contingency time 11:30am - 1:30pm: ride or skills session starting in Aviemore, open to all (could split into 2 groups if appropriate) 1:30pm - 2:30pm: lunch and contingency time 2:45pm - 3:45pm: bike bus back from Aviemore Primary School Requirements Each leader needs to be suitably qualified to deliver the activities, hold an Outdoor First Aid qualification, have completed or be willing to complete safeguarding training and complete a PVG check. Each leader will need to provide their own suitable, well-maintained bike, helmet, clothing and leadership equipment. The Park Authority will provide branded vests which the suppliers will be required to wear over their own clothing. Suppliers need to adhere to Operating Procedures agreed with the Park Authority. Key outputs The primary contract outputs and requirements are as follows: 1)Work with the Project Manager to plan for delivery, including finalising the details of activities / days 2)Keep in regular contact with the Project Manager to report on progress and develop the programme 3)Engage with the Primary School contacts and other partners as required during planning and delivery 4)Plan the activities, including route planning and risk assessments 5)Draft the participant briefing information and be responsible for collating and managing participant information 6)Deliver the agreed programmes of led rides and cycle skills sessions 7)Encourage and support potential volunteers to get involved 8)Work with Cairngorms National Park Authority staff to collect data and monitor the impact of the activities 9)Work with Cairngorms National Park Authority staff on communication about the activities 10)Work in a complementary / collaborative way with other providers delivering bike/cycle sessions in the same areas as appropriate
Renewal: Possibility of extension in future years up to a maximum contract value of GBP 50,000 inclusive of VAT (GBP 41,666 exclusive of VAT)
