The Scottish Government, on behalf of Scottish Ministers, are commissioning a process and early impact evaluation of Fair Work First, the Scottish Government's flagship policy for driving high quality and fair work across the labour market in Scotland.

The commission will aim to understand: - whether Fair Work First has been delivered as intended - what the impact of Fair Work First has been on organisations and workers - any differences in impact comparing pre- and post-conditionality applied to particular criteria, for both grants and procurement It will also seek to understand implementation challenges and unintended consequences, and how these have been managed. The lessons learned will inform the future design and delivery of the policy. The evaluation will be developed working in consultation with the Fair Work Convention. It is anticipated that research will be carried out with the following groups to support the evaluation: - Organisations/bodies that award grants (with FWF criteria applied) - Organisations/bodies that award contracts (with FWF criteria applied) - Organisations in receipt of grants (with FWF criteria applied); and workers within these organisations - Organisations in receipt of contracts (with FWF criteria applied); and workers within these organisations - Stakeholder organisations. The contract is anticipated to be awarded for a period of 12 months with an option to extend for up to 3 month (no cost extension) at the sole discretion of the Scottish Ministers.
