Scotland's Maternity Care Survey 2025
Notice Description
The Scottish Government has a requirement to place a contract with an external service provider for the provision of Scotland's Maternity Care Survey 2025. The scope of the contract will be to undertake the survey fieldwork and the transfer of a clean data set. The survey is being undertaken as part of the Scottish Government's Care Experience Programme and will be managed by Health and Social Care Analysis Division in the Scottish Government.

The Scottish Government has a requirement to place a contract with an external service provider for the provision of the Scotland's Maternity Care Survey 2025. The Maternity Care Survey asks women about their most recent NHS maternity care experience. It covers the maternity care journey from antenatal care through to postnatal care at home after the birth, including neonatal care. To date, there have been three iterations of the survey that were carried out in 2013, 2015 and 2018. The Scottish Government intends to recommission the Maternity Care Survey to run in 2025 subject to approval from the Public Benefit and Privacy Panel (PBPP). The survey is designed to provide national and local results, including for use by NHS Boards and individual hospitals. The survey is administered by post but sampled individuals are able to complete the survey by post, online or via a telephone helpline. The 2025 survey content has been reviewed to ensure that the survey questions are still relevant and meet user needs. Changes have been made to remove and revise questions used in the 2018 survey, and to add new questions. The overall length of the survey will be comparable to the 2018 survey (no more than 12 printed pages), with the majority of questions closed questions. The scope of the contract will be to undertake the survey fieldwork and the transfer of a clean dataset to the Scottish Government. The initial survey pack will include a letter with QR code providing a link to the online survey and an information leaflet in a range of languages. The initial survey pack is followed up around three weeks later by a second mail out to those who have not responded, consisting of a reminder letter and an information sheet on past results and the language line. A second reminder letter alongside an information sheet and a paper version of the questionnaire will be sent to those who have not responded around three weeks later. The survey contractor will receive mailing lists from Public Health Scotland. The survey contractor will be required to print and post the survey packs to around 7,000 people in July 2025. The survey will be sent to women aged 17 and over who have given birth in Scotland during February or March 2025. Fieldwork will end in October 2025. We anticipate between 2,000 and 3,000 surveys being completed. The survey contractor will be required to scan and capture the completed questionnaires, and carry out agreed validation checks on the data before securely transmitting a clean data set to the Scottish Government. There is no in-house facility to administer such a large volume of survey responses. In order to encourage online completion of the survey, the survey contractor will be required to setup an accessible online version of the survey and a telephone helpline. The survey contractor will required to facilitate the completion of the survey in a range of different languages via the telephone helpline. Tenderers for this contract will also be asked to cost for the provision of translated versions of the online survey in key languages. Invitation to Tender documentation is expected to be issued mid April 2025, with an estimated contract start date of June 2025. The contract is expected to be for a period of 6 months.
