This Prior Information Notice (PIN) serves to inform providers about an upcoming opportunity to offer Waste Treatment and Haulage Services for Commercial and Demolition Waste for Scottish Borders Council. The current Contract is due to expire in January 2026 and the new arrangement will need to be in place by this date. The Contract will be for a period of 5 years with the option to extend for a period or periods (each to be no less than one year in duration) of up to 5 years. The Commercial & Demolition Waste is generated by third parties who tip at the Councils Waste Transfer Stations. The quantity of Commercial & Demolition Waste that requires haulage and treatment varies from year to year. Over 6 years it has ranged from 600tonnes to 1,500tonnes each year. The table below outlines the composition for the period from October to December 2024. Please note that this information is provided for information only and the composition is likely to vary due to its inherent nature. Waste Type Percentage Ferrous Metal 5.5% Non-Ferrous Metals 2.6% Wood 17.8% Mixed Plastics 3.0% Aggregate 23.8% Cardboard 1.2% Fines 15.4% RDF 30.2% Other 0.6% Total 100.0% There will be no mechanism for the provider to reject any load based on contamination or composition. Providers will be required to collect from the following Waste Transfer Stations operated by Scottish Borders Council: Easter Langlee, Galashiels TD1 2NT Eshiels, Peebles EH45 8NA Lower Mansfield Road, Hawick TD9 8AW Providers will be required to provide haulage from the Councils Waste Transfer Stations to the delivery / treatment site. The Council may undertake some direct delivery to the providers delivery / treatment site. This is to take advantage of the Council's own haulage vehicles.. The anticipated procurement route is an open tender procedure.
