Summary of the contracting process

Angus Council is spearheading a procurement initiative for a "Framework Agreement For The Supply And Delivery Of Bedding Plants, Bulbs, Trees & Shrubs." This framework is targeted at the provision of horticultural goods and involves several buyers including regional councils and educational institutions located in the regions UKM71 and UKM77. The procurement process, which adheres to an 'open' method, has reached the award stage, with contracts signed on 24th June 2025. The framework agreement comprises multiple lots, each covering specific products such as trees, shrubs, and bulbs, operating under a tiered supplier basis. The engagement began with a tender invitation, which concluded on 21st May 2025.

This contract provides a substantial opportunity for businesses in the horticulture industry, particularly those specialising in the supply of horticultural products. Small and medium enterprises (SMEs) such as J. A. Jones and Sons and Alba Trees have successfully secured contracts, emphasising the accessibility of this framework to smaller suppliers. Businesses equipped to deliver quality products at competitive prices are well-positioned to benefit from engagement in such frameworks, presenting opportunities for expanded distribution networks and increased sales. The contract also presents potential for community engagement through initiatives like biodiversity projects and horticultural workshops, which are encouraged as part of the supplier's community benefit proposals.
