Summary of the contracting process

The Scottish Government has initiated a tender process for the project titled "IPED - The Supply and Support of a Correspondence Management System." This procurement falls under the industry category of general public services and seeks to modernise correspondence management for the Scottish Government. The procurement method is an open procedure, allowing wide participation, and is currently at the tender stage. Interested suppliers are expected to submit their electronic bids by 6th June 2025. The entire procurement exercise is being conducted online, focusing on services with a project value estimated at £2,500,000. The primary location for service provision is within Scotland, specifically Edinburgh, and the project aligns with CPV codes 48311000, 48311100, and 72212311, highlighting its focus on software and IT services.

This tender offers significant opportunities for growth for IT service providers specialising in software systems, specifically those experienced in providing correspondence or document management solutions. Companies with strong capabilities in managing software as service solutions, especially those capable of transforming operational models within government settings, will find this contract particularly advantageous. Furthermore, businesses that excel in quality over pricing strategies, given the award criteria of 70% quality and 30% price, will be well-positioned to compete. This tender could greatly benefit firms with expertise in environmental management and supply chain management due to the inclusion of broader service capabilities and sustainability considerations within the procurement criteria. With the potential for a 24-month extension beyond the initial 24-month contract, this procurement offers sustained engagement for the winning bidder.
