An information management system that is a single source of truth for people using social work and social care services from Health and Social Care Moray (HSCM) to serve as a centralised repository for all associated data to ensure co-ordinated management and oversight.

Moray Council are currently seeking to procure an information management system that will serve as a single source of truth for people using social work and social care services from Health and Social Care Moray (HSCM). This system will act as a centralised repository for all associated data, ensuring the coordinated management and oversight of these services. The goal is to create a system that will enable a consistent approach to delivering services and support more efficient and effective ways of working. This will help deliver the agreed outcomes for people across Adult Services (267 users), Children and Families (148 users), and Justice Services (28 users), subject to change. In addition to the service users, there is a dedicated team involved in the administration of the system, which comprises 6 users. In total, the number of users across all services is approximately 450, with around 200 of these users being logged in concurrently. We are open to the system being provided as Software as a Service (SaaS) or as a locally hosted solution, and we are willing to discuss both options to find the best fit for our needs. The primary goal of the system is to establish a sustainable and cost-effective foundation for delivering services, one that will evolve alongside technological advances. The system must meet a comprehensive set of requirements, including but not limited to: 1.Interoperability: The system must integrate seamlessly with various existing software systems; 2.Accessibility and Compliance: The system design must adhere to ICT accessibility standards, including web browser compatibility and mobile optimization; 3.Branding and Public-Facing Components: Any public-facing components of the system must be customizable to display the Council's corporate branding; 4.Cyber Security Measures: If the system is provided as SaaS, it must be hosted in the UK with UK data storage. It must align with ISO 27001/27002 security standards and include multi-factor authentication at no additional cost to the Council; 5.Access Control and Seamless Interaction: The system must allow for comprehensive access control and ensure that all modules can be accessed from a single login page; 6.Web Content Accessibility Guidelines (WCAG 2.1): The system must meet or exceed WCAG 2.1 standards; 8.Performance Reporting: The system should allow for easy extraction of reports to meet statutory reporting requirements; 9.Data Management Features: The system must support the management of personal information, including the ability to store and update demographic data; 10.System Security and Audit: The system should have advanced permission levels, ensuring data is accessible only by authorized users; 11.Disaster Recovery: Robust disaster recovery plans must be in place; 12.Project Implementation Support: The supplier must assign a dedicated project manager for the duration of the project to serve as the primary point of contact; 13.Data Migration: The supplier will be responsible for data migration, including the mapping of data fields, data cleansing, extraction, and loading.. We are currently exploring procurement routes for the system.
