Tracking Changes in Circular Behaviours in Scottish Society
Notice Description
The Circular Economy (Scotland) Act 2024 establishes a legal framework to help Scotland advance further in the transition to a circular economy and includes a specific requirement for Scottish Ministers to develop a new CE strategy. The Scottish Government has been developing the CEMIF to inform the development of the strategy and to track progress towards a CE. The draft framework includes a Vision for the circular economy in Scotland to 2045 and underlying eight specific outcomes (see below), two of which (7 and 8) specifically concern societal activities and behaviours.

There are two key requirements in this commissioned research: 1. Development of a set of survey questions and appropriate survey methodology that can serve as a revised "Consumer Behaviours Tracker" for Scotland; 2. Data collection, analysis, and reporting - using the tracker to provide baseline data for Scotland (see later section for proposed project outputs and deliverables).
