Summary of the contracting process

New College Lanarkshire sought an occupational health and health surveillance service to support staff wellbeing and meet statutory health and safety requirements. The scope included management referrals; pre-employment and fitness-for-work assessments; advice on adjustments, rehabilitation and redeployment; medical reports and specialist referrals; sickness absence case management; health monitoring and screening; and advice to managers, HR and clinical governance teams. The provider would also prepare occupational health policies, standards and procedures, attend meetings and events, produce monthly progress reports, support health promotion campaigns, and advise on First Aid at Work and Display Screen Equipment requirements. Services were intended for New College Lanarkshire staff across the academic year, from August to July, using relevant local medical resources such as occupational health physicians and physiotherapists.

This procurement has been cancelled and the recorded award outcome is unsuccessful, with the process discontinued; no supplier was appointed. It was a single-lot open procedure for services, evaluated on 70% technical quality and 30% price. The tender deadline and bid opening were both 6 November 2025 at 15:00. The estimated value was £360,000 including the stated currency, with a contract duration of 720 days. The authority reserved the right to extend the arrangement by two further 12-month periods, and the lot did not allow variants. The process required English-language submissions. Economic requirements included two years of audited accounts or equivalent and employer’s, professional and public liability insurance of £5 million each. The procurement was covered by the Government Procurement Agreement.

Although this competition was discontinued, it demonstrates a substantial and broad occupational health requirement from an education organisation. Suppliers best placed for a future requirement would offer a coordinated clinical service covering referrals, pre-employment screening, fitness-for-work assessments, health surveillance, absence management, rehabilitation and workplace health advice. Credibility would require access to occupational health physicians, physiotherapists and other relevant local medical resources, with every occupational health nurse registered with the Nursing and Midwifery Council. Providers would also need demonstrable recent experience, including two relevant service examples from the previous three years, robust clinical governance, case-management capability, management information and reporting systems, and the ability to support health promotion and statutory workplace health obligations. Resilient supply-chain controls and clear subcontracting arrangements would also be important.
