Summary of the contracting process

The Highland Council is inviting tenders for the "Children's Disability Short Breaks (Highland)" service, aimed at providing care within family homes across the Highland region. This open procurement method targets the services sector under the category of General Public Services. The procurement is currently at the tender stage, with the process having been initiated on 7th July 2025. Relevant submissions are expected by 13th August 2025. The project is valued at £400,000, tailored specifically for delivery within the geographical confines of the Highland Council, UKM6 region.

This tender provides substantial growth potential for businesses specialising in social care services. Companies with expertise in providing supportive, home-based care services to children with disabilities will find this opportunity particularly suitable. Given the emphasis on quality, representing 90% of the award criteria, businesses with a strong track record of delivering high-quality and community-integrated care will be well-positioned. Additionally, businesses must be registered with the Care Inspectorate and meet specific economic and financial standards. The opportunity also offers potential participation in a framework agreement, thereby granting broader engagement in future contracts.

Families 1st is set within the national policy landscape of UN Convention on Rights of a Child (UNCRC), The Promise, underpinned by strong Getting It Right For Every Child (GIRFEC) roots in Highland. Support from out with the family network should be available when needed for as long as it is needed. Section 23 of The Children (Scotland) Act 1995 introduced a legal framework for assessment, services and support to children with disabilities, children affected by disability and their families. The Act states that "Services for these children should be designed to minimise the adverse effects of disability and to enable them to lead lives which are as normal as possible. Specific provisions relating to children with or affected by disability do not stand alone".
