MH - Changing Places Toilets Fund Manager
Notice Description
The Fund Manager will be required to manage the Changing Places Toilet fund and its distribution and will: Promote the Fund, working closely with the Scottish Government Contract Manager and PAMIS, to encourage applications from across Scotland and particularly from areas which have low CPT provision currently. Manage the financial and application processing elements of the CPT Fund, ensuring the criteria for funding distribution are fully met. Provide information, advice and support to Fund applicants, working in partnership with PAMIS who will provide technical support and advice (as above). Provide an effective and competent process which provides Applicants with sufficient support during their Applicant journey - this will include establishing a webpage containing key information and links to key documents. Manage the assessment process for applications, providing initial advice on eligibility and establishing a panel to agree final recommendations (including input from people with lived experience). Administer grant payments (including the issue of grant offer letters with conditions of grant), ensuring best value and a comprehensive audit trail. Report on the delivery of funded projects, supporting projects to carry out effective and accurate data collection and reporting. The process for awarding funding will ensure transparency, fairness and value for money. The Fund Manager will establish a Panel including the Scottish Government, PAMIS and any other interests identified by the Scottish Government. It will also include lived experience representation. The Fund Manager will present eligible applications to the panel. If the volume of applications received exceeds the available funding, the Fund Manager will recommend applications which should be shortlisted. The Panel will make final decisions on the applications to be recommended for approval by Scottish Ministers. The Fund Manager will carry out the secretariat role to the panel, including arranging meetings and circulating papers a week in advance; taking a note of the meeting (including any conflicts of interest); presenting and answering questions on applications; and providing a summary of successful and unsuccessful projects, providing feedback to projects following final Ministerial approval.
