Summary of the contracting process

Forestry and Land Scotland (FLS) is seeking to establish a Dynamic Purchasing System (DPS) for planting services across Scotland's national forests and land. This procurement falls under the environmental protection category and is pertinent to the delivery of services like planting, weeding, and estate labouring. The tender process is currently in the "Tender" stage and is facilitated through a restricted procedure, with electronic submissions due by 22 August 2025. The DPS will cover various regions categorised into lots, including Central, North, East, South, and West, each active for participation. This initiative, based in Inverness, aims to create a compliant route for FLS to engage market services not covered by existing contracts.

This DPS represents a significant opportunity for businesses involved in land management and environmental services to secure contracts with a public body. It is particularly suited for companies with expertise in forestry operations, equipment supply, labour provision, or related environmental work. As the DPS allows for future bidding on upcoming projects, suppliers that meet the technical and economic criteria set by FLS can benefit from continuous business growth over the five-year span, with an additional five-year extension option. Small to medium-sized enterprises, particularly those familiar with Scottish regulations and capable of delivering on community benefits, will find this system advantageous.
