Fuel Supply Agreement

SCOTRAIL TRAINS LIMITED .

This public procurement record has 1 release in its history.

Summary of the contracting process

ScotRail Trains Limited, based in Glasgow, has completed the procurement process for a fuel supply agreement. The process was initiated on 27th August 2025 and a direct contract has been awarded due to extreme operational urgency, as the previous supplier, Harvest Energy Limited, went into administration. The contract involves the supply and delivery of BS2869 Class A2 or BS EN590 fuel to six locations in Scotland, including Edinburgh, Glasgow, Inverness, and Perth. This 12-month contract was awarded without prior publication due to the necessity of maintaining critical infrastructure operations, classified under the railway services industry category. The buying process was conducted using a limited procurement method, as specified under regulation 48 1d.

This tender presents substantial opportunities for businesses involved in fuel supply and logistics, particularly those capable of providing a reliable fuel supply chain under pressing timelines. Large-scale fuel suppliers, such as Highland Fuels Ltd, who has been awarded the contract, are suited to compete in such tenders, offering services critical to the railway sector. Businesses looking to engage in future prospects with ScotRail should consider positioning themselves as reliable partners capable of meeting urgent operational demands, as ScotRail plans to run a more comprehensive procurement exercise to cover long-term fuel needs during the contract period.

Lot Information

Lot 1

SRT needs to secure a pipeline of product to enable our Diesel Fleets to continue in service, during which time a tender covering our future fuel requirements will be run.. The value provided in this notice is an indicative estimate only, as usage & fuel costs vary significantly.

Procurement Information

Extreme and unavoidable operational & contractual urgency as the incumbent supplier has gone into administration. It is absolutely necessary to have a supplier in place to deliver the product to facilitate continued operation of a critical national infrastructure. Given the urgent circumstances, ScotRail Trains Limited is looking to directly award a contract for a 12-month period to an approved Supplier, to ensure continuity of supply, during which time a tender exercise will be carried out. This is being done under regulation 48 1d.
