EDC/2024/4045 - EDC Framework for Structural Repairs to Bridges, etc.
Notice Description
East Dunbartonshire Council wishes to establish a public contract (within the meaning of the Procurement Regulations) and appoint a number of suppliers under an overarching ranked framework arrangement to carry out work and provide Work Orders in relation to Structural Repairs throughout the local government area of East Dunbartonshire over a period of three (3) years. The framework scope encompasses a range of construction work relating to maintaining and carrying out structural repairs to bridges, culverts, retaining walls and underpasses at various locations within the boundaries of the local government area of East Dunbartonshire, if and when required by the Client.
Lot Information
Lot 1
The proposed conditions of contract are the clauses of the NEC4 Framework Contract June 2017 (with amendments January 2023), as set out in Volume 1 of the procurement documents. Each Work Order issued by the Client will be 'called-off' and uses the core clauses and the clauses for main Option E of the NEC4 Engineering and Construction Contract June 2017 (with amendments January 2023), as set out in Volume 1 of the procurement documents. The work within the framework scope is as detailed in the procurement documents and may include, without limitation: - Taking down and rebuilding damaged sections of masonry parapets, spandrel walls, abutments, and retaining walls. - Repointing masonry, including pressure pointing arches. - Repair of damaged sections of structural concrete with application of proprietary repair mortars and flowable concrete. - Replacement of bridge expansion joints. - Provision of proprietary waterproofing systems to concrete decks. - Provision of proprietary waterproofing / anti-slip surfacing to footbridges. - Reinstatement of timber decks and parapets on footbridges. - Maintenance painting of parapets and structural steelwork. - Repair and replacement of edge protection at retaining walls. - Repair and replacement of vehicle restraint systems at road structures. - Repair and replacement of road culverts. - Provision of scour protection. - Application of sprayed concrete. - Gabion basket installation and repair. - Design and provision of all necessary temporary works (e.g. propping, supports, brackets, etc...) and scaffolding required to safely execute the works. - Provide and maintain traffic and pedestrian management (including appropriate signage) required to safely execute works.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 8 and 9 of the Procurement (Scotland) Regulations 2016.
Renewal: The Framework Contract will endure for an initial term of three (3) years with an option to extend it (either singularly or in phases) for a further period of up to one (1) year after the expiry of the initial term, at the sole discretion of the Client.

If you are using a sub-contractor (but not relying on them to meet the selection criteria) each sub-contractor should complete an SPD response. In this instance, they will only need to complete the exclusion criteria. Failure of a bidder to achieve a PASS against any of the assessed questions will automatically result in its exclusion from the procurement exercise."
