FinTech Scotland, trading through Edinburgh Innovations Ltd, a wholly owner subsidiary of the University of Edinburgh, were approached by the Scottish Government with a request to deliver a programme of work focusing on the research and innovation opportunities at the intersection between Health and Wealth.

Given the strategic importance of this work to FinTech Scotland, The University of Edinburgh, the financial services sector and society FinTech Scotland leadership are committed to advancing this work at pace. An external delivery partner will be required to ensure that delivery of this important project can be completed to the appropriate standards and we can lay the foundations for further research and innovation funding on this critical topic. The programme will mobilise cross-sector expertise to deliver practical, high-impact outcomes to initiate and form a foundation for potential future work. The programme will be delivered using a proven structured, yet flexible project management framework led by FinTech Scotland and including participation of relevant large financial services companies/fintechs, academia and SMEs.

Procurement Information

Market analysis and prior experience confirm that there are no reasonable alternative or substitute suppliers capable of delivering the full scope of this programme. The requirements extend beyond standard programme management and demand deep, domain-specific expertise/experience in fintech, financial innovation, and the delivery of innovation within financial regulated environments. The programme requires an intricate blend of sector and stakeholder specific similar programme management, knowledge-exchange capability, and proven experience translating complex regulatory, technical, and cross-sector inputs into clear, actionable outputs for academic, industry, and public stakeholders. Given the programme's focus on financial services innovation, regulatory change, and emerging technology adoption, it is essential that the delivery partner possesses hands on experience operating within the Scottish fintech ecosystem, including established relationships with firms and tech businesses. Equally critical is experience working at the interface of academia, fintechs and large financial services firms, bridging research, regulation, and commercial application. This is needed to ensure that opinion, data, insights and technical content can be effectively synthesised and mobilised across all stakeholder groups. FinTech Scotland leadership completed an analysis of potential solution providers across the UK. While it was recognised that some providers could contribute to individual workstream activities, none demonstrated the required combination of fintech-specific expertise, regulated-environment innovation experience, cross-sector technical translation capability, and stakeholder engagement skills across academia, industry, and government. Label Sessions is the only provider with verified, end-to-end capability across all workstreams, coupled with the programme management, governance, ecosystem and cross-sector innovation experience necessary to ensure successful and credible delivery.
