As climate change is expected to increase the frequency and severity of flooding, and with a growing shift towards flood resilience, access-related constraints are anticipated to become more likely in the future. This commission therefore seeks to provide clarity on the Local Authorities approach, identify any consistent patterns in past objections and decisions, and explore what alternative options may exist for managing or mitigating against these access-related flood constraints. It will also help establish whether local policies are required as part of the new Local Development Plan as well as consider the need for further guidance or agreed procedures that could support more consistent decision-making in future development proposals across the National Park.
