Public Access PC Booking, Print Management, and Authentication Solution
Notice Description
Fife Council intends to notify the market of a forthcoming procurement for a software solution to manage public access computers across council libraries and facilities. The solution will deliver end-to-end functionality for PC booking/sessions, print/copy/scan management, user authentication, and secure payments, with hosting, support, and maintenance services.

Lot 1
The product that will be procured will need to cover the following. PC Booking The system must support booking of public PCs. PC bookings must be configurable by location to reflect site-specific arrangements. Self-Service and Staff-Assisted Booking Members of the public must be able to make PC bookings independently. Staff must be able to create or manage PC bookings on behalf of members of the public. Ability for patrons to book PCs in advance (online, kiosk, staff-assisted). Walk-up access with immediate log-on if PCs are available. Integration with Printing Services The solution must integrate with the existing printing system. It must provide print release functionality and support payments for printing. Library Management System Integration The solution must link to the Spydus Library Management System using LCF protocol for providing borrower authentication. Authentication must ensure only eligible borrowers can access PCs and services. Browsing History Reporting The system must provide reporting on user browsing session history to meet MAPPA agreement requirements. Borrower Type Management & Internet Restrictions The system must manage borrower types to enforce restrictions on internet browsing sessions. Restrictions must be configurable by borrower type or age ranges. Reporting & Analytics The system must provide a variety of statistical reports, including usage, bookings, printing, and browsing session activity. Reports must support operational monitoring and compliance requirements. Export options (Excel, CSV, BI tools). Security & Compliance GDPR-compliant handling of personal data. Role-based access control for staff and administrators. Audit trails and logging of user activity. Accessibility & Usability Compliance with WCAG 2.1 AA accessibility standards. Simple, intuitive user interface for both patrons and staff. Technical Requirements Ability to manage and update programs, shortcuts (internet etc) and windows updates / patches centrally / remotely. Ability for Users to access USB memory Sticks on Public Access PCs Peripherals - System must work with standard peripherals e.g. scanners / headsets Nice to have - Reimage from local drive partition if local PCs. If cloud managed then this would already be in solution but PCs on site would likely become Cloud Managed and allow remote rebuild..
