DECC - SG Heat Network Programme - Strategic Outline Case
Notice Description
With the introduction of a year 5 Heat in Buildings Bill, the Scottish Government want to undertake a review of the current approach compared to other options to ensure its successful delivery. To do this, the development of a Programme Business Case (PBC) following the HM Treasury's Green Book 5 Case Model is underway. Subject matter expertise is required to produce the Economic aspect of the PBC, in which a short-list of delivery options/approaches will be considered based on a Cost/Benefit socioeconomic analysis. The Supplier will be instructed to work on the production of the Economic Case. This work is anticipated to be completed over a 4 month period

The successful contractor must provide the following interim deliverables throughout the lifespan of the contract: Attending initial kick-off workshop(s) to discuss and refine (if required) the agreed long-list of delivery options, objectives and critical success factors which will be provided in draft by Scottish Government Interim Economic Case, in line with HMT's Green Book guidance in a format compatible with Microsoft Word and Excel. Convening and facilitating at least two in person workshops with key internal Scottish Government stakeholders to evaluate the long and short listed options in line with HMT's Green Book Guidance's 'Workshop 2: Identifying and assessing the options'. Conducting targeted engagement with key heat network sector representatives, via two in person workshops with 15-20 key stakeholders (chosen from suggestions by the successful supplier and by SG) to discuss the long-list and short-listed options and to inform the final appraisal and identification of the recommended preferred way forward. The contract will be for a period of 4 months with the option to extend for an additional 2 months.
