Summary of the contracting process

The procurement process led by Scottish Enterprise revolves around contracting for Planned and Preventative Maintenance (PPM) and Reactive Services Maintenance at two office locations: Lot 1 in Edinburgh and Lot 2 in Glasgow. This project belongs to the economic affairs sector and involves significant contract values with an initial period from 1 April 2026 to 31 March 2029, with potential extensions. Utilising an open procedure, this tender reached the award stage on 16 April 2026, finding its supplier in ECG Facilities Services for both locations. The strategic locations of Edinburgh and Glasgow offer a platform to service crucial business hubs in Scotland. Key dates in this procurement process include the tender submission deadline on 18 February 2026, providing a window for participants to present their bids electronically.

This procurement presents a tremendous opportunity for businesses specialising in maintenance services to expand their footprint within the public sector in Scotland. With separate lots for Edinburgh and Glasgow, companies can strategically bid for locations that align with their operational competencies. The open procedure ensures diverse participation, especially favouring large-scale enterprises such as ECG Facilities Services, which successfully secured both contracts. This tender opens avenues for subcontracting with a maximum percentage of subcontracting allowed, thereby broadening opportunities for smaller service providers to engage in public sector contracts. Companies familiar with or seeking entry into regional maintenance services will find good growth prospects by associating with strategic public procurement projects like this one by Scottish Enterprise.
