Summary of the contracting process

Scotland Excel is establishing a flexible framework for fostering and continuing care services, for use by its member local authorities and other eligible public bodies across Scotland. Providers will supply nurturing family homes for children and young people with care experience. The framework has two service options: standard fostering and continuing care for young people whose needs can be met in a stable family setting with routine support; and enhanced placements for those assessed as needing additional health, emotional or psychological support, requiring greater carer skill and professional expertise. This is social care service provision delivered in participating councils’ areas throughout Scotland. The framework is intended to help public bodies access suitable placements and support continuity of care.

Scotland Excel invited tenders through an open procedure to establish a flexible framework. The procurement reached the tender stage; offers were to be submitted electronically by 19 November 2026 at 12:00. The framework term is six years. Its estimated overall value is £345 million: £244.95 million for the standard service option and £100.05 million for enhanced services. These are estimates, and the framework guarantees no business, usage level or continuity of work. Suppliers may bid for either or both options, and a supplier may be appointed to both. For the standard option, evaluation is weighted 80% quality and 20% price. Tenderers must meet published selection requirements and any minimum quality threshold; bids may be excluded for failing requirements. The tender documents set out the applicable evaluation approach and requirements.

The opportunity suits fostering and continuing-care providers able to offer stable family homes and deliver care for children and young people with care experience. Providers seeking the enhanced option will need to support young people with additional health, emotional or psychological needs through appropriately skilled carers and professional expertise. Providers must hold and maintain the relevant regulatory registrations for the services offered, including Care Inspectorate registration, and demonstrate financial stability. Required insurance includes public liability, employers’ liability, statutory third-party motor vehicle liability and professional indemnity; suppliers cannot rely on another organisation’s capacity to satisfy these selection requirements. The tender requires names and qualifications of assigned staff. Providers must also be prepared to commit to community benefits and accept the framework’s contract conditions. The framework may suit suppliers able to serve participating councils across Scotland, while recognising that placement volumes and continuity are not guaranteed.

The anticipated value is estimated and may be subject to change. There is no guarantee of any business, use, level of use or continuity of business through the Flexible Framework. The Award Criteria is Quality/Weighting 80 Price/Weighting 20.. Economic operators may be excluded from this competition if they are in any of the situations referred to in Regulation 58 of the Regulations. Enhanced Services

As further detailed in the procurement documents Service Option 2 "Enhanced Service" pertains to the provision of Fostering and Continuing Care Services where foster placements support children and young people who have been assessed as requiring additional health, emotional or psychological related support through increased level of carer skill and professional expertise. The anticipated value is estimated and may be subject to change. There is no guarantee of any business, use, level of use or continuity of business through the Flexible Framework.. Economic operators may be excluded from this competition if they are in any of the situations referred to in Regulation 58 of the Regulations.
