Summary of the contracting process

Scottish Borders Council established a flexible framework for care at home services across the Scottish Borders local authority area. The requirement covers regulated support delivered in people’s homes, with the framework intended to provide care at home services through suitably qualified and experienced providers. This is a social care services opportunity, classified under CPV 85312000 (social work services without accommodation), with related classifications covering social work and welfare services. The framework allows the Council to use admitted providers for care at home requirements and permits new providers to join during its operation. It is relevant to regulated home-care agencies and other organisations able to deliver safe, compliant care services across the Scottish Borders.

The procurement is complete and was run as an open procedure. Tenders were due by 6 April 2026 at 12:00, with evaluation based on the Most Economically Advantageous Tender using a 40% price and 60% quality weighting. One lot was awarded to Gentle Hands healthCare Limited, SRS Care Solutions (Scotland) Ltd, Nightingales Home Help Services, Call-in Homecare Limited, MFCM, Concept Home Care, Enhance Support and Care, McSence Communication Ltd and the British Red Cross Society. The awarded value was £76.5 million, and the resulting active contract is valued at £76 million. The award was made on 27 July 2026 and the contract was signed on 27 July 2026. The framework runs from 19 May 2026 to 18 May 2036.

This procurement demonstrates substantial, long-term demand from Scottish Borders Council for regulated home-care provision delivered across a local authority area. A credible future participant would need Care Inspectorate registration for care at home services, achieving at least grade 3 across all themes, and the ability to provide suitably qualified staff. Relevant providers should be able to show at least one example of regulated care at home delivery within the previous three years. Financial resilience and robust assurance arrangements are important, alongside substantial employers’, public or third-party liability, medical malpractice or care-and-treatment, and vehicle insurance. Suppliers also need strong health and safety management, supported by ISO 45001 or equivalent documented policies, risk assessments and incident controls. The framework’s provision for new entrants makes it relevant to capable SMEs as well as larger care organisations.
