Summary of the contracting process

West Lothian Council has released an open tender for the provision of "Information and Advice for Unpaid Carers and People with Disabilities," under the statutory requirement of the Carers (Scotland) Act 2016. The procurement is currently in the tender stage, with the submission deadline set for 16 February 2026, at 12:00 PM. The service is intended for residents in the West Lothian region, focusing on general public services, valued at £2,200,000. The procurement process follows an open procedure, available for electronic submissions, and the award period begins the same day the submission closes. Key performance criteria encompass tenderers' compliance with Adult and Child Protection Policies and a minimum turnover requirement.

This tender presents significant business growth opportunities, particularly for service providers with experience in delivering information and support to carers and people with disabilities. The requirements leverage qualitative criteria over cost, encouraging high-value service delivery. Bidders must demonstrate technical capability through previous contracts of similar scale. Given the stipulated fixed annual rate of £440,000, companies accepting this rate and meeting community benefit conditions stand to gain a positive score in the awarding process. Ideal participants include organisations with robust policy adherence and substantial operational capacity in social care services.
