Summary of the contracting process

North Lanarkshire Council has engaged in a public procurement process through an open procedure for "Demolition Engineering Consultancy Services". This project is under the supervision of North Lanarkshire Council, located at Civic Centre, Windmillhill Street, Motherwell. The initiative focuses on providing engineering consultancy services for the demolition of twelve high-rise residential properties within the North Lanarkshire Local Authority area. The procurement process, classified under the "General public services" industry category with a CPV code of 71311000, has progressed to the "Award" stage, with a contract value of £4,000,000. This award was made to PERSES Ltd, an SME based in Edinburgh, and the contract was signed on 30 June 2026. The procurement covers four years, with considerations for potential contract extensions based on the progress of ongoing work.

This tender represents robust opportunities for consultancy firms specialising in demolition engineering, particularly those emphasising quality and financial robustness, as the award criteria weighted quality at 70% and price at 30%. Businesses with experience in managing complex demolition projects, especially involving high-rise structures, will find this tender an excellent fit to expand their portfolios. The contract stipulates key personnel to be members of the Institute of Demolition Engineers, thus requiring skilled professionals. With further potential for undertaking projects at the Cumbernauld Town Centre and Motherwell Concert Hall, among others, there is notable scope for continued business growth in the region. This procurement strategy underscores the demand for technical excellence and offers promising avenues for small and medium-sized enterprises to establish lasting partnerships with public bodies.
